If you read it carefully it says she passed the person in second place meaning there was still someone in front of her so she took second place with the person in first place in front.
she came second because if you pass a person who is second that means that you were third so if you pass second you are coming second and you still have one more person to pass to came first place.
Chloe was in second place which means Emma was coming third and when she ran past Chloe she became second place and that's why she didn't win the race because someone was still in front of her
Chloe did not come first because it said that she went in front of the second place person. So that means that there is still one more person in front Chloe that came first.
Because Chole and Chole was coming 2nd and if you past the person comeing 2nd then you are coming 2nd and Emma did not past the person coming 1st EMACYN

Chloe was 2nd place and Emma was 3rd place so if she passed Chloe (which is 2nd place) she would be 2nd place not 3rd place she wasn't 2nd place.
